I don't know in which country you are posted but the safest way is to order from Danish company Peter Justesen (Duty Free Shop for diplomats). They have experiences with all types of regimes and have rather good service.
Their whisky collection is made up mostly from entry level single malts but if you are in "dry"? country you will appreciate them even more. Prices are also competitive - check them under Whisky - Scotch Section at www.pj.dk.
